Kabale University administrators, staff trained on human Capital management system

KABALE– Officials from the Ministry of Public service have implemented a human Capital management system for Kabale University.

The two day implementation of human Capital management system training for administrative and supporting staff at Kabale University was held at the University premises in Kikungiri hill, southern division in Kabale Municipality.

The Ministry of Public Service exists to Develop, Manage and Administer Human Resource Policies, Management Systems, Procedures and Structure aimed at facilitating efficient and effective Public Service performance for National development and improved quality of life in Uganda.

Pursuant to the above Vision 2040 ideals, the Ministry of Public Service within the purview of its mandate has implemented a Human Capital Management System (HCM). The ministry is aiming at ensuring that all employees are trained to effectively use the system.

Hon. Wilson Muruli Mukasa, the Minister of Public Service launched the HCM Go-live on 17th November 2021 at the Ministry of Public Service. Thereafter, the system has been rolled out in four mock sites comprising the Ministry of Public Service, Public Service Commission, National Information Technology Authority Uganda and Mbarara District Local Government.

Speaking to administrative and supporting staff at Kabale University, Robert Ssaka the project manager- Human Capital management system in the ministry of public service said that the system automates all human resource management (HRM) functions in ministries, departments, Agencies and local government including government Universities.

The system includes establishment of management chat, recruitment management, payroll and deductions management, retirement and pension management, performance management, leave management, disciplinary procedures, grievances handling, training and development, talent management and succession planning and human resource planning.

Ssaka says that the system will improve employee’s productivity because all human resource functions will be automated from establishment management, recruitment management, leave management, performance management, time and attendance to duty and several management functions.

He adds that the system will help the public to apply for online jobs, know the status of their application throughout the process and help employees to seek jobs from different institutions for the public to access improved service delivery through transparency and visibility on how things are being handled from a center to leadership areas.

The project manager Ssaka asked the administration and supporting staff at Kabale University to have a performance management module system for proper assessment.

He lauded that by February this year all administrative and supporting staff at Kabale University will with immediate effect start applying for leave among others through the system.
